Buffy thought she was rid of Aki after their quick, but interminably long at the same time, stint in quarantine together, but she was then brought in to be the liason between the FBI and the tribal leaders. Buffy and Aki are then assigned to be partners by the Special Agent in Charge, and she is unable to get away from him no matter what she does.
Buffy and Aki meet because Aki has something to prove. While the Buffy and the other State Police troopers handle domestic disturbances and minor crimes on the Reservation, the FBI is still called in to investigate felonies, as per the Bureau of Indian Affairs. Aki, trying to prove that he can be in charge, is being a jerk about it to the owner of the cabin crime scene. Red, knowing Buffy was on the Res to scatter her husband's ashes, brought her in as a buffer between Alex Blackfoot and Akihisa Jiro. Buffy is well-liked on the Res, not only because she grew up in the area (going to school with many of them), but also because her husband was Umatilla.
